AS IS:
With e4 it is not possible anymore to customize which menus/toolbars are shown on the perspective. In 3.x there was a menu "Window->Customize Perspective" which opened a dialog for perspective settings, e4 doesn't have it anymore. Also using <Ctrl+3> -> "Customize Perspective" doesn't work anymore (but comand is shown as proposal.)

TO BE:
Please give users chance to customize the perspective appearance. This is a major regression for me comparing with 3.x.
