When sending the e-mail for a complete notification on a formal review, the destination field was not pre-filled

I verified the behavior for all mail connectors and it is OK.  For the completeion notification, only the leads and organizers will be pre-filled as destinations.  This is as per desgin.  So, if the review does not have a lead or organizer, than no destination is pre-filled
