When launching a new EDT workspace for the first time, the default browser selection for the VE should be set using the following order, depending on which browsers are installed:

Windows- XULRunner, IE
Linux - XULRunner

See my comments in Bug 362128. I suggested we introduce a 'auto detect rendering engine' preference (which would default to true) that the VE would use to determine whether it needed to 'detect' the appropriate engine to use OR to use the browser selected by the user. This approach avoids introducing workbench 'startup' logic and instead moves this logic into the VE (where it probably belongs since not *all* users will be using the VE).
