What if a single person wants to follow the formal process (e.g. testing, evaluations),
I think R4E shall Allow sending meeting requests even of no reviewers have been selected

If there are no reviewer participants in a formal review, 
attempting to progress this review will result in the following two pop-ups, 

"Could not send meeting request"
"No meeting Data present"
