verify pass.

tested 6.33.00.17_eng and 3.23.00.29_eng.   Built stairstep for Stellaris for both M3 and M4 using Codesourcery gcc.   App builds and runs fine.

Added gnu.targets.arm.M3, gnu.targets.arm.M4, gnu.targets.arm.M4F, and gnu.targets.arm.rtsv7M.  Enhanced ti.platforms.stellaris to support gnu targets too.
