Update the SysMin.c code to also work for gcc.  The current code has an #ifdef _TI_ that needs to be changed to #ifdef _TI_ || _GCC_

verify pass.

built the hello app for M4/gcc using 3.23.00.29_eng and 6.33.00.17_eng.

Loaded and ran on Stellaris M4 board and lo-and-behold, I see the SysMin output.

verify pass.
