Currently Dali references an external EclipseLink library for the purposes of running build tests.  Since we are now bundling parts of EclipseLink with Dali, it would be nice to use the bundled libs, since they are generally much more up to date than the external dependency.  This would reduce the likelihood of breaking tests by introducing new EL concepts before the external jar has been updated.

WTP builder has been changed to get and install the EclipseLink library for the unit tests. Since there is no mechanism to handle the installation of tests build dependencies, configuration files have been modified for the following builds:
- Head (Juno)
- Dali 3.1
- Dali 3.0 Maintenance
