There are a number of tests and scenarios that are already handled by JAX-RS that would make it better to use.  For example, Accept header handling in RIO assumes that there is only 1 value given and doesn't honor the full spec'd handling of Accept and qualifiers, etc.

Fixed indirectly, new RIOs will use OSLC4J that is based on JAX-RS
