Mark found a regression where we're mishandling unavailable plugins that are in your preferences. The regression was introduces when we altered how the pluginregistry interacts with preferences.

This is a serious bug as there is no way to get rid of the bad plugin and every page will hang for 15s waiting for the plugin to timeout. Fortunately the fix is known as it's a regression.
