The 'Terminate' action in the global debug toolbar doesn't have its keybinding shown.

If I change the command to be in effect when 'In Windows' instead of 'Debugging', the keybinding will show up.

This looks like a Platform Debug issue. The current behavior is expected i.e. since the 'Debugging' context is not active its commands are not connected and hence no key bindings.

Agreed. It would be up to them to decide if they want the keybindings to "always" be shown or not.

I think we will keep the current behavior of only connecting / activating the actions once you start debugging something.
