go to workspace root.
choose "New Folder" and create "Foo"
now choose it again and create "Foo"

Two folders with the same name are created (backed by different projects underneath).  The top level behavior should be the same as the non-root behavior, where duplicate names are not allowed.

Given bug 388453, I believe this bug is no longer valid.
