Build Identifier: 

The RIOs allow properties to be specified in rio.properites in the WEB-INF directory, but that file does not exist by default.

It would be a good idea to provide a commented-out sample properties file so that folks reading the code don't get confused by the fact that it is referenced but does not exist.
