ContentDescriberForXML in org.eclipse.wst.xml.core plug-in should be extensible so that the encoding support already provided can be reused.
Adopter requests this.

Making the Content Describer extensible

The fix includes making the final class to be extensible so that we can re-use the encoding support already provided in ContentDescriberForXML.
