The XDAIS sg tools require 'org.eclipse.rtsc.xdctools.sg' in the Require-Bundle list in MANIFEST.MF.

That is, we need to add the **-highlighted-** line below to the MANIFEST.MF file

Require-Bundle: org.eclipse.ui,
 org.eclipse.core.runtime,
 org.eclipse.help,
** org.eclipse.rtsc.xdctools.sg,**
 org.eclipse.rtsc.xdctools.ui
