Eclipse P2 warns when installing plugins that aren't signed.  plugingen could support an option(?) to sign the generated plugin.

Some use cases require that the plugin be modified _after_ plugingen.  So, for now, we need to rely on a separate tool; signing must occur after the last change to the plugin.
