Dojo HorizontalSlider: Drag the slider got error

Reproducible: Always

Steps to Reproduce:
1. Create a new Web Client Project
2. Download the attached RUIHandler and copy it to your workspace
3. Open in VE preview or real browser
4. Can not drag the cursor, this works well in RBD.

Also happens in RBD with this test case. The problem may happen because user defined event override the system default event.

Deferring to 1.0 - this is a low priority defect that also occurs in RBD
