[RBD]Dojo Editor: Event onChange can not be triggered

Reproducible: Always

Steps to Reproduce:
1. Create new Web Client Project
2. Download the attached RUIHandler and copy it to your project
3. Open it by VE or browser.
4. Type some word in the Editor, onChange event won't triggered.

Deferring to 1.0 - this is a low priority defect that also occurs in RBD
