When a bug is marked iplog+, the IP Log tool takes this to mean that all of the comments are potential contributions. For bugs that contain lengthy conversations, this can mean that dozens of generally-bogus entries may end up in the log. The current tools provide a means to remove bogus entries, but doing so is time consuming and a bit of fools-errand as comments added later will need to be explicitly removed. We can mitigate this problem (and perhaps remove the need to explicitly exclude entries) if we roll up comments so that we end up with a single entry in the log for each comment author. Note that comments from current committers are automatically excluded.
I've implemented this. For comment contributions, the comments are rolled into a single entry. The size is the sum of the sizes of all comments. The link on the IP Log points back to the Bugzilla record.
