Based on the work done in bug 360505 (and potentially bug 360811) ZooKeeperBasedService might end up having a "suspended" state. This might be useful for ZK based locks. Thus, a lock might still exists and can be recovered.

I was able to implement this based just on the work done for bug 360505.
