DojoCheckBox onChange event called twice in XULRunner/Chrome/FF

Reproducible: Always

Steps to Reproduce:
1. Create new Web Client Project
2. Download the attached RUIHandler and copy it to your project
3. Open in VE preview(in XULRunner mode), chrome or Firefox
4. Check/Uncheck it will trigger onChange twice.
