If I go to Foundation Portal, and click on 

[tools] for all Committers

one of the options is 
Download stats
which links to 
https://dev.eclipse.org/committers/committertools/stats.php

but that link just goes back to the portal ... no form to fill in zip file name patterns, etc.

What's this ... part of the "wait long enough and bugs will go away" strategy? :) 

Just kidding ... it is working now, and I'll close as "worksforme" since, apparently, nothing specific was done to fix it. Feel free to reclassify if I've misunderstood.

Hey, the tactic works for webtools, I thought I'd try it out myself.  :)
