Currently informal reviews are requiring the definition of an exit decision to Informal Reviews, 

The Exit Decision really means two things in the context of the code,
 1) Defines the final state expected for the anomalies (Fixed vs Verified) i.e. when a follow-up is required
 2) Represents a Team decision for the review in the context of a meeting for IEEE formal reviews.
 
 For an informal review, R4E needs a definition for the final state of the anomalies but not necessarily in the context of a team decision.
 
 In the other hand the Exit decision is being placed at the end of the expansion sections which makes it very difficult to find when the informal review can not be transitioned to completed.
 
It is suggested to create a new field only for Informal reviews right next to the Review State, called e.g. Anomaly Completion State: and populate it with "Fixed" by default, and offer the alternative to select "Verified". This will remove the need to hunt for the "Exit Decision" which in fact shall be removed for Informal reviews"

- For INFORMAL review, set a default value to "ACCEPTED". This allow the review to progress to state completed without the end-user to set this field. If the end-user wants to modify it, then the new value will be adjusted for the review in progress.
