The current solution allows to add Rule sets which are already created to a Review Group, however for the first time user, it's not obvious why the list is empty with no possibilities for selection. The user may take a  long time to figure out that he needs to define these rule sets outside of the context of the current group.

This can be resolved by triggering the New Rule set dialog via a "New" button within the Rule Sets properties of a review group.
