If a review contains e.g. Three commit review items, and two of them are marked as user reviewed.
If the user marks the last one as reviewed, R4E UI is expected to mark the actual Review and relevant children as reviewed and prompt for a completion notification message, instead a prompt is triggered to "ask a question to participant", when pressing ok, the e-mail is sent right away so the user has not chance to edit the message before it's sent.
