We currently use JSTL 1.1.0. Eclipse has already approved the use of 1.2 and we should try and upgrade to that if we can

We do not use JSTL directly in Hudson. We do not use amy of the classes from JSTL in Hudson. However JSTL 1.1 is indirectly used by Jelly, so it gets added to the Hudson war. Unless we exclude Jelly we can not exclude JSTL 1.1
