reopening just noticed it is for a different stream....

The reason that this is missing is that I modified the rsync scripts not to send index.html to eclipse.org so the 3.7.1 could sync to eclipse.org under the radar.

DOn't have time to fix this for 3.8M2, the build looks good these days.

Fine with me, but opened a new bug for the wrong baseline.
