The reason that this is missing is that I modified the rsync scripts not to send index.html to eclipse.org so the 3.7.1 could sync to eclipse.org under the radar. 

I'm not going to fix this because I don't have time to recreated this report for the last milestone.  I've verified that the report is available in recent builds.

Fine with me, but opened a new bug for the wrong baseline.
