Event onWidgetLoad does not triggered in IE FF and chrome

Reproducible: Always

Steps to Reproduce:
1. Create new Web Client Project, and create a new RUIHandler
2. Open by VE and switch to design view, drag & drop a DojoTimeTextBox into it.
3. In property view, add a function for event onWidgetLoad and add a Syslib.writeStdOut as a verification point.
4. Switch to preview, the onWidgetLoad event triggered.
5. Open RUIHandler in IE FF or chrome. The onWidgetLoad doesn't triggered
