On widget loading event should not be triggered in design view

Reproducible: Always

Steps to Reproduce:
1. Create a new Web Client Project and create a new RUIHandler
2. Open in VE design view, drag & drop a dojo widget into it(Button for example).
3. In property view create a event handler for onWidgetLoad.
4. In source view add a Syslib,writeStdOut code as verification point.
5. Switch to design view again, the writeStdOut shows up. Which should not be triggered in design view.
