Part stack should support a NoClose tag to prevent closing the stack when either 1) closing the last part in the stack or 2) minimizing an initially empty stack.

Reproducible: Always

Steps to Reproduce:
1. create part stack with closeable parts
2. if stack is initially empty, minimize it and it will close
3. if stack is populated with part(s), close all contained parts and stack will close
