For the es_ES locale, Edit is translated to "Editar" and Run is translated to "Ejecutar".  Both menu items are using the initial letter E has their mnemonic.
When the end user presses the Alt+E combination, the behavior is inconsistent.
Sometimes either the Edit or the Run menu is displayed.  Sometimes neither menu is displayed.

The problem can be fixed by modifying the mnemonic used for Ejecutar specified in the plugin_es.properties file in org.eclipse.debug.ui.nl1_3.6.3.v201102251823.jar to use "r" as the mnemonic for that menu item.

Debug does not generate any of the NL fragments, this sounds like it would be an issue to take up with the Babel project (or whoever makes the NL fragment)
