We have 3 inputs  source for the file: local storage, workspace and version control repo .

To reproduce the issue:
- From your workspace, open a file which come from a version control system (File from the Version central repo and workspace should be the same)
- Select a few lines, then create a review item
- In some occasion, we see a base and a target files being created. If the file is not modified in the workspace, then we should not see any base file.

Is it that the id for a file (SHA) computed for the workspace file is different from the ID  (Depending of the version control system SVN, ...) retrieved from the SCM. Some version control system don't have a SHA, but other type of ID. The compare cannot match in those cases ?

Should be fixed with the fix for bug 359246.  We will verify this
