When trying to access:

downloads.eclipse.org  we get redirected back to www.eclipse.org/downloads and initially a blank page is returned...eventually the following SQL error is displayed:

SQL Trouble: Cannot add or update a child row: a foreign key constraint fails (`eclipse/CampaignImpressions`, CONSTRAINT `CampaignImpressions_ibfk_1` FOREIGN KEY (`CampaignKey`) REFERENCES `Campaigns` (`CampaignKey`) ON DELETE CASCADE ON UPDATE CASCADE)

This doesn't look good.  And makes both downloads.eclipse.org and www.eclipse.org/downloads in accessible.

Tested with FireFox and Chrome.

Believe i've fixed this.   Good thing it was only happening ~2% of the time.

Please re-open if this continues.
