The R4E preferences User tab contains a check box 
	" Create Delta Elements to track changes for Version-Controlled Review Items"

When R4E is started the chec kbox is not set, however if Restore defaults is applied the check box is selected.
This shall be consistent.

Proposal: 
	* The check box shall be set to generate deltas during the start of the plug-in, this will make sure deltas get generated for all review items. with the advantage to populated the meta data needed for the creation of meaningful reports.
	* However the filter to Hide Deltas shall be set to true by default. This reduces the tree structure and makes it more user friendly when expand all is selected, while keeping navigation via the compare editor.

The default behavior for deltas is now implemented i.e. use Deltas but Hide Delta filter on by default.

I also improved the code to try to get the user email from LDAP if not set by default.
