After the commit for Bug 356344, 
all the tree structure of a review is opened when it's selected.
  We have items with hundreds of deltas and occasionally thousands, 
expanding all the tree does not add any value as the user will go through them in a specific sequence and look at them one by one.
  The only elements that shall be expanded are the immediate children to the review e.g. 1 level

When opening review item, the tree is expanded to the FileContext children.
For all other cases, the tree is only expanded up to the selected/created element

For me it opens one level only even for Review items. I personally like this way
