Currently, we don't have a local documentation for the plug-ins. It is not possible to know what a plug-in is supposed to do without an external documentation.

Each developer should add a standard documentation file to their plug-ins.

The format defined in Bug 359061 has been deprecated and is no longer used in Papyrus
