Build Identifier: 20110926

Make sure no projects selected in EGL Build Path page, and go to Order and Export tab. The Select All and Deselect All buttons are enabled but both of them do nothing here.

Reproducible: Always

Steps to Reproduce:
1. In new project wizard, select Web 2.0 client application template.
2. Make the default settings, and go to EGL Build Path page.
3. Make sure no projects selected in the Projects tab, then go to Order and Export tab.
4. Click the item in the tab, and Select All and Deselect All button will be enabled.

Actual results: Both Select All and Deselect All button will do nothing if user clicks them because the default item in here are always be chosen. So I think those two buttons should also be disabled in such condition.
