When building eclipse-plugins having aspects, the aspectJ compiler will not not find any dependencies that are the result of  extra Bundle-Classpath entries.  The 

Reproducible: Always

Steps to Reproduce:
1.  See the github project at: https://github.com/omnisis/tycho-aspectj-bug
2.  Run mvn compile at the top-level
3.  Notice that the with-libs project fails to build unless the profile 'workaround' is used which adds a
     dependency on commons-collections that should have been included since it's defined on the Bundle-  Classpath in the MANIFEST.MF
