If an RUIHandler referencing widgets in another RUIHandler or library, then the widgets in another RUIHandler cannot be selected and modified.

Please refer to the attached files,
1) Open the H4.egl
2) In the outline view, the children of h3.ui should not be displayed.
3) In the Design pane, the Button can't be selected.
4) The properties view should not be enabled when selecting the widgets defined in h3.

I think 'normal' is the correct severity for this defect.  I have changed the version to .7, as this should be fixed before we ship.
