When i try to add border at the group header level or footer level i shows ok in firefox, but when it goes to IE nothing appears. But if i add a border to each cell it works, this happens only when adding border on the header row in IE.

IE does not honor the border property for <tr> tags before IE8. And the OS BIRT can only support browser IE in Emulate IE7 mode.  So that the borders will disappear in IE if applying them to the row/group header/group footer of the table. It's an issue of IE.
