Currently osgi.utils consist of overall two main util groups:
manifest interaction
package admin utils

The latter has slf4j dependency which prevents you to use the manifest interaction utils in a standalone osgi evnironment without slf4j provider available.
Splitting these will help fix that and also clear the points of responsibility.

This bug will track the work on that.
