The recent update to jsp version for jetty-7 is not scanning for the jstl tlds in the system classpath. Glassfish changed the way that was done and we need to update jetty to match.

NOTE this will not be necessary for jetty-8, as jsp-2.2 impl finds tlds in an entirely different manner.

Fixed for 7.5.2.

NOTE: the mods to TagLibConfiguration as part of this fix are not needed by jetty-8 (indeed TagLibConfiguration is not used at all).
