Transitioning states involve multiple checks which may cause sequential pop-ups to the user, deteriorating the user experience.

Example. 
Transitioning from DECISION to a next state, may triggered the following pop-ups

1) Prompt the user to select the state
2) if the exit decision has not been set, prompt the user for the exit decision
3) if there are anomalies which have not been transitioned to a final state, then it notifies the user of the anomalies that need to be transition.

The above notifications shall be group in one pop-up, so the user can carry out all changes before attempting once more.
