R4E testing:
After switching user (lmcbout by lmcdubo), the tooltip from lmcdubo is not displaying anything
 If I close and re-open the review, then the tootip display the info

Additional info:
When creating a review, the icon in the Review navigator is not the same as when I re-open the review. Also, when creating a new review, the tooltip for any user is not available until you close and re-open the review, no need to switch user.

The problem was that we were caching the tooltip information in the UI model and it could become out of date/unsynchronized with the info stored in the model.  since there is no real reason to cache this info, I changed the code to get it directly from the model when needed.  This way we are sure the info is always up to date.
