Build Identifier: 

Hello,
the manifest of org.w3C.dom.smil has the following line.
      Require-Bundle: org.w3c.dom.smil;version="[1.0.0,1.1.0)"
but the version required should be using the bundle-version keyword and not version (see http://www.osgi.org/Specifications/ReferenceHeaders)
so it should be written like this :

      Require-Bundle: org.w3c.dom.smil;bundle-version="[1.0.0,1.1.0)"

This has been causing me problems with PDE a lot.

This was wrong (see dup'ed bug) but appears to have been fixed. I checked specifically the latest R-build:

My guess is you have a build/package/distribution from Helios or earlier? 

I hope you can swap in the new jar, or otherwise fix with a patch feature. 

Let me know if I am mis-understanding, or looking at the wrong thing.
