The scroll overlapped by widget when set browser to min size in VE design view

Reproducible: Always

Steps to Reproduce:
1. Create Web Client project and create RUIHandler
2. Drag and drop some widget in design view
3. Set browser size controller to its minimum value, make sure the browser size is smaller than whole widget size
4. The browser scroll overlapped by widget and can not be scrolled.
