Build Identifier: 

1. Import Tigerstripe project with packages and artifacts.
2. Select package 
3. Select "Refactor/Rename" in dropdown menu in Tigerstripe Explorer 
4. "Rename Package window" is displayed

But when I open some artifacts from package, and then try to open window to rename package, "Refactor/Rename" in dropdown menu in Tigerstripe Explorer is not displayed

The UI may need to tell the user to close all artifacts in the package before the rename can be done.

The other option is for the UI to close them itself (forcing any saves) before it tries to action the rename.
(This is how diagram rename works - if the diagram is open, the UI closes it before it attempts to rename)
