Libra will need to be extended to handle subsystem archives as defined by OSGi RFC 152, a public draft of which should appear before long. A subsystem is a standardised form of multi-bundle application, analogous to Virgo's PARs and plans.

This bug is raised in relation to the Virgo feature, bug 358437, to support subsystems. Since subsystems are an OSGi standard, it would not be appropriate to implement the tooling support in the Virgo tooling.

Good question. If subsystems are useful for Eclipse plug-in development, then I it's good to have in PDE. If not and the target audience is enterprise applications, then Libra would be the right place. AFAIK, PDE is still more focus on Eclipse plug-in development, rather than general OSGi development.
