We currently support presenting standalone actions on a form via a link (the action-link part). It is worth considering supporting button presentation as well. 

If we go forward with this, it would be desirable to rename the existing action-link part into something more generic (maybe "command") and have a style property that determines whether a link or a button is used.

As part of this enhancement, we should also determine some kind of a guideline for when developers should choose to present an action via a link vs a button.

Feature implemented. The new terminology is "actuator". See enhancement and migration guides as well as the gallery sample. I will not attempt any kind of a guideline at this point.
