In 3.7, p2 added the p2f file to help with sharing set of plugins among users. This is currently available under import / export wizard. 
This work aims at allowing the director application to take a .p2f file as input to drive an installation.

Any updates on this?

Just discovered how to use p2director to set up an Eclipse installation via command-line, would be nice if .p2f could be used for this so that the GUI and the command-line can share the same file.
